Study by Prof. David Hess Covered in Nature Energy

A paper by David Hess in Energy Research and Social Science described the history of conflicts over community choice energy in California. Community choice is an approach to energy democracy that puts decision-making in the hands of local communities and enables local job creation and higher levels of renewable energy than the standard offer of the utilities. In California the rapid growth of community choice has encountered resistance from the utilities. Hess reviews the history and develops a method for analyzing the relationship between coalitions and framing conflicts.
